[Scan-DC] DC fire department to encrypt its radio channels; local fire chiefs deeply concerned

A cache is a bunch of stuff in a warehouse, just in case...as I have learned
it... kind of like riot gear. DC has said riot gear but don't use it
everyday. Out West the feds have cached radios and such for the giant fires
to issue the hired firefighters...etc
