[Scan-DC] Quick guide for DC Aircraft Frequencies

This my either be a little dated, or super new, as there are a couple long
standing differences noted below.

        Washington Natl Dep Con
         (West).................  118.100   <----- not used in the area
        Washington Natl Gnd Con   121.700
        Washington Natl Tower...  119.100
        Washington Natl Tower...  120.750   <-----  This is a "Super Hi"
altitude frequency from NJ down to near the bottom of NC

Most helos are on 123.025, 075, 0100 etc. Park police helo still uses
166.925 I believe to contact ground units.
