[Scan-DC] Track of Interest over Eastern Shore (anybody hearing this?)

How???  I've haven't heard Capitol since their transition.  I have their
trunked system programed into my x36s as every trunked system you can think
of, LTR, Moto 16, Moto 25, Phase II, yet I never hear anything.  I can see
their activity when I watch them via RTL dongle on UniTrunker, but never
hear anything.

If this is still ongoing, you may want to listen to Capitol Police to see
if they upgrade their Aircon level.
