[Scan-DC] Mystery Vehicles w/VA tags

While in Rehoboth Beach this past week, I spotted a pair of SUVs with the vintage Secret Service-style VHF antenna with the addition of another antenna.  Is that UHF?

While the VHF antenna looks much like a Secret Service VHF quarterwave, the SUVs look more beaten and not the traditional new clean vehicles I see in the Secret Service fleet.

Looks like a light bar on top too.

Could this be VSP in Delaware?
