Having NO idea other than a wild guess, many comm vehicles in the DC area were built by Bickford of Chantilly. They went bankrupt around 2008 or so and are now CVS (Communication Vehicle Services) still located in Chantilly.
Otherwise other broadcast truck companies such as Frontline and Wolf were known to build comm vehicles.
(Upon further investigation)
Having found the reliable document henney.com/chm/1104/CHM1104.pdfsays it was built by Motorola.
So there's that.
