And the Investigators did what wrong ???    Nothing.  
Sounds like someone figures they can make a buck on this.

I was taking pictures a few years ago around the Boston Cruise Port (had
just toured a navy ship)
Guess the Security Cameras saw me, and I was the lucky one picked that week
for follow up.
they ran my plate, send the local PD to visit my house that night ( was out
with the GF)
The PD gave my work # (as provided by my Parents), and the CGIS Agent and I
spoke for a good 45-60 min's.

We both had a laugh, and he said you just got plucked.  BTW, never had a
problem since or a visit.
