"Add this one to the annals of There but for the Grace of God: The city’s emergency communications system was disrupted for nearly a half-hour Tuesday afternoon — a “catastrophic” outage, officials said, caused by a power outage at the Office of Unified Communications in Congress Heights. The normal external power feed appeared unreliable Monday, so officials switched to generators until the issue could be addressed. But, 13 hours later, the generators failed, leaving police briefly without radio coverage, 911 callers on hold, and 311 callers totally out of luck for 16 minutes."
