[Scan-DC] Silver Line Rail Operations

It was announced that the Metrorail Silver Line will become operational on July 26 2014.  The opening will be proceeded by a 30 day shakedown test of rail operations that should have started yesterday.  Still looking to determine if the Sliver Line will be added to OPS 2 with the Blue and Orange Lines or if a new talkgroup will be added.
