Well........ it is French and the man is saying something about "mare
voyage" which is ocean voyage in English. And then something like sans
savant which means "no idiot" more or less.

I suspect tropo or possibly E-skip from Quebec.  That has been happening on
a daily basis for about 3 weeks now with the Maximum Usable Frequency
varying between 70 and 180 MHz...and possibly higher.
In fact last week I worked the Ukraine on 50 MHz with a 100 watts and a
longwire antenna.

This is the beginning of E-skip season, so you may hear more.
