[Scan-DC] Close-Call Hit (who is this?)

This sounds like French, probably the Canadian kind. The speakers could have been talking from one car to another on the Interstate. Or it could be atmospheric weirdness.

I had a close call hit a couple weeks ago on 146.48 while traveling.

But these folks don’t sound like hams.

Any idea what language they speak and what they’re saying?
