[Scan-DC] WMATA METRO Silver Line

I haven't heard any train movements yet. Yesterday, METRO was using OPS 12 to control contractor and employee access
into the new stations and track areas (coordinating with a mobile command center). So far today OPS 12 is in use again for access control and OPS 11 is being used to conduct user radio tests in all the stations.
