Ed, I focus on “drones” only because that is the definition that the NTSB Administrative Law Judge cited.  If you want to read more about it, you might want to research (Google) Raphael Pirker.  He is the photographer that the FAA was trying to make an example of when he buzzed some landmarks in New York. Forget about defining "model airplanes." FAA rule 2009 also lists "Unmanned Aircraft Systems (UAS)" as prohibited in that airspace. That's the technical term for what are commonly referred to as "drones."   It seems pretty definitive to me.
