[Scan-DC] Scanner reband help

The home patrol is already reband ready.  Just download the most current RR database using Sentinel, and then create a new favorites list for Montgomery Co and Fairfax and for DCFD on the 800 MHz (P16) system. and send them all to the scanner.

MPD, and PG are no longer scannnable with home patrol. MPD is almost entirely encrypted and both are on the new 700MHz P25 Phase II systems, which require on of the newer Unidens or a GRE PSR800.
 
I am not familiar with RS models, but I believe the Pro106 has a Firmware update that can be applied to fix the rebanded tables.
