[Scan-DC] Washington DC Project 25 Phase II TDMA system

Everything is encrypted... at least that I've heard thus far.  What happens
in my case is every now and again, the 436 will stop on one of the district
dispatch zones and you can clearly hear the encryption.  With that, I think
the receive is fine programming-wise, it's just that there is a lack of
anything to monitor.

I've got a 436 and programming the system in is no problem.
But I'm not receiving any RF signal.
I'm in Rockville.
