just download the "updated firmware' to my scanner?

If no one here responds, your best bet is the PSR-800 Yahoo group. 
Undoubtedly they have the TDMA firmware updates and the required program 
in their files area, and someone may have already made it work on Win 
8.1.  As you mentioned, EZ-Scan is only for memory manipulation, not 
firmware fixes
