Mystery vehicle photo taken on (I assume) I-270 at Dawson Farm Rd, Germantown, MD.

I note the REACT bumper sticker, but who is Reliable Roadside?

How come no matter what I do to change the orientation of this photo, it ends up on its side?  I can crop and save it in the horizontal and it rotates back.
