I would think that your reasoning is correct, and that the GPS is intended
for mobile operation.  I'm basing this on how the HomePatrol-1 currently
operates since the BCDx36HP appears to be the best features of the BCDx96XT
and the HomePatrol-1 all rolled into a single unit.
