[Scan-DC] Rockville incident

11801 Rockville Pike, Forum Apartments
Started several hours ago with a high-rise box alarm to investigate 
smoke on floors 15-17.
Nothing found but odors of something burning.
Incident was down-sized.
Then at some point they began monitoring for CO and found high levels 
throughout the building.
Box alarm companies were sent back, plus the hazmat and MAB units.
Operations on 7C, vent group on 7D.
