[Scan-DC] Federal property; no photography!

It is not a "Installation", but a "Reservation".

Yes, we have a "free speech" zone exists near the Metro Entrance, but you
must have a permit.

My biggest issue with the "no photography" policy is that it is also a
National Monument and the only one that has such a policy.
