[Scan-DC] Fatal Accident Montgomery

I was monitoring 4D at the time. It was a single vehicle into a telephone
pole. WSSC responded because a leaking water main was causing slick
conditions on Aspen Hill Road for the responding officers. Officers were
advised to use caution coming to the scene. Presumably the water main
played a role in the crash.

Also, a witness reported that there was a bail out from the vehicle, and K9
responded to the scene. Don't remember hearing what came of the K9 track.
