Ever since Mayor Fenty DC government has been on a steady path to cloak it's activities from the public and media. The only possibility for change will occur if someone is elected who truly wishes to alter that course of policy.

However, by the nature of the elected, it is unlikely any of them will invite ease of public scrutiny.

The decision has already been made, its just a matter of time. There is nothing scanner hobbyists can do at this point to stop it.
