I think the target here IS the media.
The scanner community has become collateral damage.
The mistake the D.C. media made when MPD encrypted was to wait until after
it happened to get upset. That was too late. The mighty Washington press
corps is no longer mighty. They don't even seem to care much since
everybody will be in the same boat relying on same twitter feeds, etc.
Maybe they can even remove those pesky scanners from the assignment desks?

Also, a common solution is to give the media portables that can decrypt the
communications. That doesn't help the other 99.999% of us.
