[Scan-DC] D.C. Fire/EMS: Planning for ENCRYPTION !!!

Actually I think it's only going to get worse. Expect within a few years all law enforcement comms in the DC metro area to be encrypted. And I concur it is the Internet feeds that are driving the push to encryption!
