[Scan-DC] Capitol Police "Radio Modernization" Slowed by Cost Over runs, Delays

As you may know, my rooftop monitoring bunker is located on the roof of the Department of Labor's Frances Perkins Building. It is at 200 Constitution Avenue. Assuming I had knowledge that the Infiniti was headed down Pennsylvania Avenue from the White House, I would have had barely enough time to get to the roof to see it go past. I think the car made a right turn from Pennsylvania Avenue onto Third Street. It then ended up near the Botanical Gardens. I would have had a direct view of the attempt to box the car in at the traffic circle near the Botanical Gardens. Since I have an analog scanner at work, I would have been able to hear the USCP too.

Of course, I would not have known what was about to happen.
