[Scan-DC] Plans advance for two Spotsylvania Fire Stations

I know that opening date was a stretch for the Lees Hill station. Just look
how long it is taking to build a Vre station.
On an unrelated note, Fairfax County fire station 42-Wolftrap begins
operating status on October 1st at 0700.
