I wanted to pass along a news article from Genesee County, New York.  
Like St. Mary's County, they are upgrading to a new Harris P25 Phase 2 
radio system, and their attitude of openness to the public is truly 
outstanding.  It's clear from the article that they value the public's 
right to tune in.  I wanted to offer this as an excellent model of how 
our county could respond, and to point out that law enforcement leaders 
do not universally support the use of full-time encryption.  In fact, 
St. Mary's County is in the small minority of locations in which law 
enforcement has adopted such an extreme position.
