[Scan-DC] Dcfd roster

As far as I know DC FEMS apparatus are numbered by station but in the Council of Governments numbering scheme, unlike surrounding jurisdictions (Montgomery County is 7xx) DC doesn't have a prefix, so Engine 3 is simply engine 3 whereas in Montgomery it would be E703.
