[Scan-DC] Train traffic

That takes care of passenger traffic, but it leaves unanswered the question of whether freight traffic is running. Northbound passenger trains head off to the left when they get to Virginia Avenue (CP Virginia), but freight traffic keeps going straight. Their route takes them near the Navy Yard. Passenger trains do not get near the Navy Yard.

While I up there, one of VRE's mid-day southbound trains, VRE 301, called a clear signal at Virginia. Once past L'Enfant, he kept getting clear signals at least as far south as RO.
