[Scan-DC] MPDC

Is it me, or did MPDC quietly complete the switch over to the new 700 system
since we can't monitor them anyway?  I have heard activity on the
unencrypted Citywide 1 as recently as today.  However, I have been
"analyzing" the 460 system control channel today, and have yet to see any
activity other than the CW ID.  I'm not close enough to DC to get their 700
control channels unless RR is incorrectly reporting them and I don't have
the proper frequencies.
