[Scan-DC] DC "drone"?

Ha! well played, sir. :)

back in 2004 I had the great fortune to spend 8 hours with one of the senior security officials for the Athens Olympics. This is the drone they used:
http://www.plaza.ch/skyship/security.htm

one thing I thought was particularly cool was their ability to track a vehicle, in real time, for more than 120 hours using a chemical marker surreptitiously placed on a vehicle. This method was way better than a GPS device because those were easily detectable by their transmissions or size (GR didnt have burst transmitters back then). The chemical is easily applied to the subject vehicle (or even pets!) and is virtually undetectable. The blimp would record the movements of the vehicle and analysts could then surveil the vehicle in real-time or later pull up its movements and see exactly what routes it took and where it stopped and for how long.

no noisy helicopters or "Ross" flights endlessly circling over 7 Corners to draw attention - just a silent unobtrusive balloon 10,000 feet up.

technology is even better now....
