Turns out the correct location is Rosedale, an eastern suburb of Baltimore.
It's in Baltimore County.  Both County and City FD hazmat units are 
standing bye to let the fire burn itself out.
Many other FD units have been released.
Cable news channel 8 has occasional live helicopter video coverage.
There are two traffic cameras on trafficland.com showing the column of smoke.
