[Scan-DC] Changes coming for Mont Co?

Very similar too Anne Arundel. About 2-3 years ago, all district got a a
secure "talk-around" channel for their district. There are atleast 6 secure
tac channels for warrants, raids, etc. There are also 6 clear tac channels
that are for non-sensitive operations (major accidents with traffic
control, parades, special events, etc).
Last fall/winter, they encrypted the Teletype talkgroup.
