It's not as bad as it looks... at least to me. It looks like Mogo is
creating a plan similar to PG's. The "normal" dispatch and tac channels
are still in the clear, but each district gets a secure channel for secure
communications. I'm good with that. That's **exactly** how DC WAS before
the Chief decided that the "bad guys" were using scanners to their
advantage by listening to the apps on phones and planning their
strategies... as if you can control what you hear on the scanner by
listening to it on an app. Yup, that's what made her encrypt everthing.
In my over 27 years on the streets of DC, I "officially" came across
something like three scanners. Two of them were not even programmed
correctly, and the one that was, which even had our vice frequency, wasn't
turned on when we hit the door. However, I do agree that each district
should have a means of secure communications for dealing with those
sensitive things like the serial bank robbers back in the mid 2000's.
