I think they used to be called frequency converters.

Google Books has an old Popular Mechanics article that compares the
different brands. This link will be "split" when it comes out in the

Here's a schematic if you want to build one on your own:

 There are a number of mail-order printed circuit board houses that can make
the board for you.

Another neat way to have the same functionality is to hook up an FM
transmitter ($10-$30) to scanner, which allows you to listen via your car
speakers.

Ameco made those things, if I'm thinking of the same thing you want,
Steve... if it was something elxe,  bet Joel Kahn would know!  Finding
one... ham fest, maybe?  Let us know what happens.
