[Scan-DC] TV reports of Wolf Blitzer SWATing incident

It could also be based on prior knowledge based on scanner listening.
 Since DC does use "Code 1" for lights/siren and reporters/news crews
listen to scanners, I could see a reporter asserting their own knowledge by
using the term, but not knowing or confusing jurisdictions.
