[Scan-DC] TV reports of Wolf Blitzer SWATing incident

How is it that two different local TV station reports of the Wolf 
Blitzer SWATing incident say that "police responded Code 1 with 
lights and sirens"?
Montgomery County police have never used the term "Code 1."
Years ago it used to be "Code 3" but now they say "Priority Response".
But I heard that report on both Fox and NBC.
How did this happen?  Did one station make it up and the other was a copy cat?
