I saw it from a commuter bus that left the Pentagon headed south on I-395 at about 5:22 p.m.

I mean that the bus was headed south on I-395, not the balloon. The balloon wasn't that big. We're not talking those Balloonfest-size balloons.

It must have gone up late.  When I got off at 2:30, it still was not up yet.
