Moored balloon w/in 0.35 Nautical mile radius of DCA (VORTAC) 306 deg radial/2.24 DME (point) 800 ft and below
4/26 1915Z until 4/27 00015 Z (1315 - 2215 EDT)

Someone can plot it out on a chart

I think the 0.35 nm radius allows for wind drift above the mooring point

If I remember correctly DCA NW bound departures intercept the DCA 328 deg radial for 10 DME before turning for noise abatement
