[Scan-DC] Technical rescue along GW parkway

Technical rescue for someone on the rocks near the second overlook.  The
victim was described by the dispatcher as "trapped."  Last I heard (about
6:10), they were looking for the reporting party and waiting for Eagle 1 to
fly over to try and find the victim.  USPP had two units on the scene along
with Arlington Companies 4 and 6 and Fairfax Company 1.  Arlington had a
some special units enroute as well.   Operations were on Arlington 1C.
Don't know the outcome.
