[Scan-DC] License Plate Scanners - Metro Transit

Since at least the mid 90s, the MTPD has trained primarily at the Northern
VA Criminal Justice Academy in Ashburn. The recruits get the full academy
training in VA, then go through 240-odd hours of D.C. Law, then the 5 week
Maryland Comparative Compliance course. The D.C. portion used to be done at
Metro HQ, and I am guessing that the MD portion was done at the MD State
Police and Correction Training Commission in Sykesville, MD.

Virginia did not used to recognize any kind of prior law enforcement
training - that has changes, but it is a person-by-person waiver, rather
that a formal plan (as in MD) or informal plan (as in DC). Maryland and
D.C. do recognize prior training from other jurisdiction, so it only made
sense to organize the entry-level training in that way.
