[Scan-DC] License Plate Scanners - Metro Transit

Because they have the money, it is a good investigative tool (it records
and stores every license plate it scans), and they are a multi
jurisdictional police agency that has a lot of roads and garages on its
property. I would question the need for the dive team, though. . . :)
