In 2004 Shared Spectrum Company did spectrum occupancy measurements from 30
MHz to 2900 MHz at the NRAO in Green Bank. The report is located here:

You can see from the report that is truly is a "quiet zone."

Out of necessity, local public safety is granted a waiver to the
coordination requirements inside the NRQZ. Some federal public safety users
are as well.
The NRQZ rules apply only to permanent fixed transmitters. They don't apply
to mobile, aeronautical, satellites, unlicensed, etc. There are some local
rules in the immediate vicinity of the observatory that attempt to mitigate
interference from unlicensed devices.
Speaking of Green Bank, would any SCAN-DC'ers be interested in a VIP tour of
the observatory, perhaps sometime this summer? It's about a 4.5 hour drive
from DC. The observatory site (about 2,000 acres) is a fantastic place for
biking and hiking.
