Sorry, but no.
I hear all the encrypted TGs, especially on the Federal trunked systems.
Encrypted is not the same as silent or muted.

*A15 is the old A7*go to tac channel to take an incident from the 
main dispatch group to an alternate for an extended operation so as 
not to tie up the main channel. This channel is*  encrypted,*  so 
once they switch - u won't hear a thing.
