It is just not deviation it’s a total component called "Modulation Fidelity”
is really a combination of a number of parameters,
frequency error, symbol deviation, and RMS deviation
error. All this is described in TIA/EIA-102.
Speed v. negative V~/LF~< {1.25}/.0713 FWRV is the deterring- factor in 
Airborne ops.

MSP choppers are way over deviated in Balco as well.
Maybe they are still set for wide instead of narrow?
It seems their 800 was still set to use the analog
system here months after switching to digital choppiness.
