I read that article too. So, to handle all the cellphone traffic, a whole bunch of cell towers are erected around the Mall and a bunch of COWs are arrayed.* And then the gummint jams the signals.
What's wrong with this picture?

Appears that the wideband SS Cellphone/PCS Super Duper Jammer has
some unintended consequences one of them being reception desense to
overload and loss of signal. But on the positive side it also does work
as intended.
