I  can't see anything obvious, except that the traffic lights were I-395/3rd st northbound tunnel dumps traffic onto NY Ave, and the adjacent light controlling NY Ave/NJ Ave, seem to be badly out of sync, so few vehicles exiting 3rd St tunnel can successfully turn right before the NJ Ave light turns red.

Beyond NJ Ave, NY Ave runs pretty well unimpeded.
