[Scan-DC] traffic is backed up northbound in the 3rd Street Tunnel in DC

Don't know if this is related, but Supreme Court and Capitol are working a suspicious package.

right where the tunnel has its open top section just north of the Department of Labor. Also, a whole bunch of police cars headed north on the surface and made a right onto E Street, headed toward Union Station. Finally, the EMS truck just went by. It might be stopping at the homeless shelter.
