[Scan-DC] Fairfax Public Safety

I have had similar trouble.  Very poor reception.  There was some issue 
with the longitude and lattitude.  and I was able to get crappy 
transmissions.
So I can get the airport on their little transmitter but not FFX.

David S, can you give it another look see?  I know you are busy so when 
you get around to it.


Note the channel usage plan is vry different than Arlington and Alex, 
and you would think they would be very similar
