First Bob, thanks to you and Dewey for yur help.  Dewey had advised me that there would be changes to the RR database so that is to what I referred.
 
So are we still friends???
 
I did update the data base through Sentinel.  I then deleted FFX fire from the favorites list and  then reinstalled.  I also made new favorites lists for Arlington, Alex and FFX.  When I select favorites on the HP it does find channels 83 of them or so
 
I also ensured my location is good by putting my zip code 22204 in the HP
 
I will verify my long and lat (Dewey provided - thanks) on Sentinelk tonight and increase my range on the HP and let you all know what happens.  
 
The system is listed as P25 Standard (as is Arlington and ALex) but the channel plan is very different. Many more channels and not arranged as one might suggest.  In Arlington the chanels are 1A dispatch, !B Fire ground.  You would thing FFX would be 4A, 4B etc.  not so.
 
Are you guys getting FFX.  Interesting After updating nad relacing I am getting MWAA from dulles and Reagan. Its a little broken but I can hear it easily
