[Scan-DC] New 700 Mhz system in DC?

When I first read this, I figured that someone was hearing a spur from 
the 800 system (as we know, GRE/RS radios are very prone to it). But it 
seems I was wrong; there does appear to be a new 700 Mhz system being 
put in place - it's being discussed here

Interestingly, there was a report or two sometime back in the lay press 
about new 'cell towers' popping up along various routes (maybe for the 
Inauguration)...coincidence?
